According to Mercutio, Queen Mab brings various dreams to all different kinds of men. She rides through lovers' minds and brings them dreams of love; to courtiers' she brings dreams of kneeling (to their kings, I imagine); to lawyers, she brings dreams of collecting fees; to women, she brings dreams of kissing. He goes on and on in this vein for a while, discussing the myriad types of dreams that Queen Mab generates in the sleeping brains of all kinds of people. For Romeo, however, Mercutio believes that Queen Mab has brought him a dream about love. Mercutio thinks that dreams are without substance, made up of imagination only. In saying so, he belittles the love that Romeo believes he feels for Rosaline, the love that is making him so miserable that he doesn't even want to go to the Capulets' party with his friends.
